MEET BRIAN McCOY

Dedicated Public Servant

Brian A. McCoy is a dedicated public servant, transportation policy expert, and community advocate with more than a decade of experience in government operations, strategic planning, and public engagement. A proud graduate of Jackson State University, Brian earned a Bachelor of Science in History and a Master’s in Urban and Regional Planning. His commitment to public service is rooted in his upbringing in Jackson, Mississippi — a community rich in culture, resilience, and possibility, yet shaped by the lasting effects of chronic underinvestment.

Advocate for the Community

Throughout his professional path, Brian has worked to build systems that lift people up rather than leave them behind. He has championed workers’ rights and voting access with the ACLU of Mississippi, overseen federal transportation initiatives in Arizona, and directed statewide planning efforts at MnDOT. His leadership includes implementing and enhancing Minnesota’s transportation project selection framework, ensuring that transportation decisions are efficient, accountable, and aligned with legislative requirements.

Today, Brian serves Washington County as a member of the Planning Advisory Commission and the Board of Adjustment & Appeals, where he provides critical input on land use, housing, and development decisions. This work has deepened his understanding of the challenges facing families, workers, and neighborhoods across the county — from responsible growth and infrastructure needs to housing access and community development.

Brian is also deeply committed to service beyond his professional role. He is a devoted husband and father of two children, and remains actively involved in organizations that reflect his values of mentorship, leadership, and community advancement. His service includes involvement with 100 Black Men, Alpha Phi Alpha Fraternity, Inc., the MnDOT African American Employee Resource Group, and the Jackson State University Alumni Association, Twin Cities Chapter, which he co-founded.

Brian is running for Washington County Commissioner because he believes every resident deserves a county government that is transparent, responsive, and rooted in service. His campaign is about building a Washington County where residents feel seen, heard, and valued — and where county leadership works every day to strengthen families, support communities, and create opportunities for the future.
